2. Conclusion

The City of Newton IA Police Department and the City of Newton, IA attorney Matthew Brick failed to respond to or release the Iowa Incident Report #22-18513 to the originator of this memorandum (male) as requested in References (2.) and (3.). Instead, this information was received from a private citizen (female); the City of Newton, IA, while under legal representation provided by Matthew Brick, chose to adhere to its responsibilities in accordance with Iowa Code Chapter 22 regarding the release of requested records.
