How do I define evidence of hypocrisy, corruption, entitlement, and negligence?
When the Newton Police Department, IA produces evidence of falsely accusing a citizen of operating a motor vehicle while under the influence of an unknown substance on a foundation of questionable evidence, including the citizen taking too long to locate his license, registration, and insurance.
At the same time, the Newton Police Department, IA produces mountains of evidence of an unreasonable and inconsistent delay in producing public records documenting their historical actions that are outside the timeframes articulated in Iowa Code Section 22.8(4.)(d.).

The following are paragraphs 4 – 6 from Iowa Incident Report 22-25845:
“Tayvin reached over to the glove box, where he retrieved some paper work. While he did so, I noticed that he moved slowly. I also noticed that while I was speaking with him, I noticed that he was speaking with a slowed slurred speech. While Tayvin was trying to find his registration, he was moving slowly, he had the correct registration in his left hand and he continued to move slowly. Tayvin then gave me two registrations for the vehicle. Tayvin then sat in the driver seat without giving me the insurance. I then asked him again for his insurance.
While I was waiting for his insurance, Tayvin grabbed a debit card out of his billfold. He then placed this back and then gave his license. Tayvin then grabbed the registration again and then looked at it and then placed it back into the glove box. At this point I had still not received the insurance card. Tayvin continued to sit in the drivers seat with no insurance. I had to remind him again for his insurance.
As I was waiting for Tayvin to give me his insurance card, I noticed that he continued to move slowly. Tayvin then provided me an insurance card that was expired from 2021. He then stated I have the email version. As Tayvin started to look in his phone for his insurance, he continued to move slowly thumbing through items on his phone where he finally was able to find the insurance. I advised Tayvin that I wanted him to exit his vehicle. I told him to take his gum out of his mouth and place it on his dash. He did so without incident.”
The following is a dramatized recreation of events during 2022 and 2023 regarding the City of Newton, Iowa – Government response to record requests in accordance with Iowa Code Chapter 22. Although there are fictional aspects of this for the purpose of making a comedic point at the same time maintaining continuity with the referenced abortion of a police report. Public records are available from the City of Newton, IA, the Iowa Public Information Board, and the author of this post upon request reinforcing the overall narrative of the below dialog.
Rob reached over to his desk drawer, where he retrieved some public records. While he did so, I noticed that he moved slowly. I also noticed that while I was speaking with him, I noticed that he was looking for City Attorney Brick. While Rob was trying to find his public records, he was moving slowly, he had the correct records in his left hand and he continued to move slowly. Rob then gave me a few public records from his desk. Rob then sat at his desk without giving me all the public records that were requested. I then asked him again for all of the requested public records.
While I was waiting for these public records, Rob grabbed a donut from his desk. He then placed this back and gave me another public record. Rob then grabbed the other requested public records again and then looked at them and then placed them back into his desk. At this point I had still not received the requested public records. Rob continued to sit at his desk while failing to provide all of the requested public records or filing an injunction request with the Iowa Court to withhold the requested records in accordance with Iowa Code Section 22.8(4.)(a.) and 22.8(4.)(d.). I had to remind him again for the requested public records.
As I was waiting for Rob to give me the requested public records, I noticed that he continued to move slowly. Rob then provided me a public record and articulated it was an Iowa Incident Report. At the same time, the evidence indicated it was a warrant request filed with the Iowa Court in 2020. He then stated I am no longer allowed to send my record requests via email version. As Rob started to look in his phone for his public records, he continued to move slowly thumbing through items on his phone where he finally was able to find another public record that did not produce a criminal charge that was heavily redacted. I advised Rob that I wanted him to exit his vehicle. I told him to take his badge off of his uniform and place it on his dash. He did so without incident.
Chief Burdess, as you have produced evidence similar to a citizen that you attempted to charge with a crime based upon evidence of moving slowly. At the same time, fumbling through the requested documents. I am directing you to be in your business lobby at 1200 local time so that I can provide you the fee payments in accordance with Iowa Code Section 22.3 I have been trying to provide you for over 45 days. At the same time, I smell your breath for alcohol and perform a field sobriety test. For the purpose of recreating the circumstances of the control event documented in Iowa Incident Report 22-25845 I will be spraying you down with a garden hose for the purpose of recreating rain and the circumstances of the above-documented case.
Rob, one day I believe we will sit around a barbecue at a community event, and it is my prediction you will look at me while articulating, “Merritt, you are a complicated, persistent son of a ****. At the same time, I will respond with my appreciation for the service I know you are capable of as I shake your hand.
For right now, there are problems and discrepancies regarding the evidence produced by your department in comparison with our code that we need to figure out.
If I can produce evidence of forgiving you for what you know you have executed against me. I believe it is a reasonable expectation that you and your department can forgive me for being a complicated, persistent, son of a ****.
We have a tradition in the Navy that it is those we believe in that we give the hardest time. At the same time, it was those that caused me the greatest agitation that I usually formed the closest bonds with if their soul possessed honor, courage, and commitment. This is because the truth erodes cross purposes among the honorable and those that serve it.
Worst case scenario, you put handcuffs on me, and I finally have evidence of having a date with someone I have requested an official portrait from. The City of Newton, IA, will drop the charges based on lack of evidence, and then we can finally be friends.
I believe in you, Rob, but first, you have to take ownership of your leadership. At the same time, producing evidence of not depending on what evidence indicates is an incompetent city attorney to bury the truth.
