The originator of this electronic correspondence respectfully submits his intention to file a complaint with the Iowa Attorney General’s Office, the Iowa Civil Rights Commission, and the Iowa Supreme Court Attorney Disciplinary Review Board by 05 MAY 2022, including the culmination of evidence from a multiyear investigation regarding the following:
Jasper County, IA Attorney Scott Nicholson
(1.) Gender-Based Discrimination/Disability-Based Discrimination – Law Enforcement – Domestic Abuse no-contact Order – Jasper County, IA Attorney Nicholson allegedly failed to protect the rights of a male protected party during what evidence indicates was a domestic abuse no-contact order violation. Iowa Code Section 802.3 indicates that due to the circumstances of this case and the damage to the protected party caused by the acts of the restrained party Jasper County, IA, Attorney Nicholson had until 22 AUG 2022 to prosecute this violation of our laws upon the receipt of a signed, notarized affidavit produced by the assailant on 08 JUN 2022 documenting that she violated a domestic abuse no-contact order issued by San Diego East County Superior Court Department 5 (Honorable Judge Martin) on 30 APR 2019.
(2.) Gender-Based Discrimination/Disability-Based Discrimination/Retaliation – Law Enforcement – Michael J. Merritt reached out to Jasper County, IA Attorney Nicholson on 20 SEP 2022 regarding the citizen that struck him with his car, not being charged with striking a person with his vehicle. Jasper County, IA, Attorney Nicholson never responded to this electronic mail. (3.) Gender-Based Discrimination/Disability-Based Discrimination/Retaliation – Public Accommodation – On 08 NOV 2022, Jasper County, IA Attorney Scott Nicholson confirmed during Iowa Public Information Board case 22FC:0091 that Michael J. Merritt had been blocked from accessing public accommodations provided by Jasper County, IA on the social media platform Facebook. At the same time, Jasper County, IA Attorney Nicholson produced evidence of misrepresenting the public record being provided on 09 NOV 2022 as a social media block list for multiple individual Facebook social media pages that were requested.
(4.) Gender-Based Discrimination/Disability-Based Discrimination/Retaliation – Public Accommodation – On 12 APR 2023, Ryan Eaton (Jasper County, IA Employee designated by Jasper County, IA Attorney Nicholson to handle responses to Iowa Public Information Board case 22FC:0126 and future record requests in accordance with Iowa Code Chapter 22) falsely accused Michael J. Merritt of violating Iowa Code Section 708.11 and allegedly stalking Jasper County, IA employees. Ryan Eaton communicated in electronic mail that was sent to Jasper County, IA Attorney Nicholson – Iowa Code Section 708.7.(1.)(a.)(4.) – as being the basis and foundation for why Jasper County, IA blocked Michael J. Merritt from accessing public accommodations provided by Jasper County, IA on Facebook.
Jasper County, IA Supervisor Doug Cupples
(1.) Gender-Based Discrimination/Disability-Based Discrimination/Retaliation – Public Accommodation – On 08 NOV 2022, Jasper County, IA Attorney Scott Nicholson confirmed during Iowa Public Information Board case 22FC:0091 that Michael J. Merritt had been blocked from accessing public accommodations provided by Jasper County, IA on the social media platform Facebook. At the same time, Jasper County, IA Attorney Nicholson produced evidence of misrepresenting the public record being provided on 09 NOV 2022 as a social media block list for multiple individual Facebook social media pages that were requested.

(1.) Evidence indicates Jasper County, IA Supervisor Brandon Talsma has blocked Michael J. Merritt on Facebook Messenger. At the same time, Jasper County, IA, Supervisor Brandon Talsma solicits communications over this platform with other citizens he represents.
Jasper County, IA Sheriff John Halferty
Jasper County, IA, identifies Jasper County, IA Attorney Nicholson as “the chief law enforcement officer of the county.” This publicly published statement indicates that Jasper County, IA Sheriff Halferty falls under the chain of command, decisions, and execution of law enforcement of his superior, Jasper County, IA Attorney Nicholson. Public Records and testimony provided by Jasper County, IA, indicate the Jasper County, IA Sheriff’s Office has blocked Michael J. Merritt from accessing public accommodations provided by the Jasper County, IA Sheriff’s Office on Facebook. At the same time, collected testimony and the evidence of the organization structure of Jasper County, IA, indicates this act falls under the responsibility of Jasper County, IA Attorney Scott Nicholson. There is no evidence of any direct constitutional rights or civil rights violation executed by Jasper County, IA, Sheriff John Halferty against Michael J. Merritt. The evidence indicates that during these events, Jasper County, IA, Sheriff John Halferty has done nothing but produce evidence of honor, courage, and commitment regarding the evidence of his responses to record requests per Iowa Code Chapter 22 and questions regarding this situation. At the same time, adhering to the responsibilities, directions, and orders from “the chief law enforcement officer of the county.” The originator of this notice of an intention to file a complaint has only experienced actions from Jasper County, IA, Sheriff John Halferty that far exceed his peers at other law enforcement agencies within the State of Iowa during this investigation.

I entered the premises of the Jasper County, IA Attorney’s office on the morning of 21 APR 2023 to exercise my right to “freedom of speech” “and to petition the Government for a redress of grievances.” I communicated with the front desk clerk of the Jasper County, IA, Attorney’s Office regarding the evidence supporting the above testimony, in addition to the evidence that my rights to access public accommodations provided by Jasper County, IA, on social media appeared to no longer be available shortly after the malicious and heinous events that occurred during the Uvalde, Texas mass shooting. Shortly before this tragic event, I communicated public sentiments on Facebook that were critical of Jasper County, IA’s policy regarding the 2nd Amendment (2nd Amendment Sanctuary) before Jasper County, IA, halted my access during the 2022 election year. At this point, a male citizen identified himself as Assistant Jasper Couty, IA Attorney, while expressing his knowledge of who I am and asked me to leave because I referenced the Uvalde, Texas mass shooting as it related to the timeline of my public sentiments I tagged Jasper County, IA before I no longer could access Jasper County, IA’s social media public accommodations.

Logic would suggest that if the evidence indicates the elected and appointed leaders of Jasper County, IA have brittle ears regarding citizen-expressed sentiments regarding tragic events that have historically occurred while a device authorized by the 2nd Amendment was in the hands of the malicious, the unethical, and the unlawful. Therefore, it would seem logical to avoid embracing county policy that provides an elevated level of access to the tool used to produce the malicious and heinous act being spoken about.
Given the evidence that an Assistant Jasper County, IA Attorney attempted to criminalize while abridging and ejecting the originator of this correspondence from public property because of speech supported by the evidence regarding the historical record, I will not be interacting in person or speaking with Jasper County, IA officials regarding this matter until the completion of this complaint. Therefore the named agencies in this correspondence can expect my complaint, including evidence, by 05 MAY 2023.
Due to the historical evidence of false allegations of criminal conduct against myself from Jasper County, IA, and other government bodies within this county’s borders, this interaction was recorded with a chest cam audio/video capture device. Additionally, I spoke with the Newton, IA, Police Department after this event, and I informed this law enforcement department regarding the event, my home address, and the fact I do not own or have access to weapons.
I will be unavailable from approximately 10 MAY 2023 through late June 2023 due to scheduled health care being provided by the US Department of Veterans Affairs due to health issues evidence indicates are directly a result of this multi-year injustice, including evidence of malicious acts executed by government bodies seeking to conceal evidence revealing it. These healthcare records will be signed over to the Iowa Civil Rights Commission and any government authority investigating this situation.
